Microsoft Windows 2000 SP4, XP SP2 and SP3, Server 2003 SP2, Vista Gold, SP1, and SP2, and Server 2008 Gold and SP2 allow remote attackers to cause a denial of service (TCP outage) via a series of TCP sessions that have pending data and a (1) small or (2) zero receive window size, and remain in the FIN-WAIT-1 or FIN-WAIT-2 state indefinitely, aka "TCP/IP Orphaned Connections Vulnerability."

Microsoft Security Bulletin MS09-048 Vulnerabilities in Windows TCP/IP Could Allow Remote Code Execution (967723) This security update resolves several privately reported vulnerabilities in Transmission Control Protocol/Internet Protocol (TCP/IP) processing. The vulnerabilities could allow remote code execution if an attacker sent specially crafted TCP/IP packets over the network to a computer with a listening service. Firewall best practices and standard default firewall configurations can help protect networks from attacks that originate outside the enterprise perimeter. Best practices recommend that systems that are connected to the Internet have a minimal number of ports exposed.
